The rule

A digit is one of 0 to 9.

Place value means a digit's place tells what it counts.

Ten ones make one ten. Ten tens make one hundred. Ten hundreds make one thousand.

Example

307 is 3 hundreds + 0 tens + 7 ones. The 3 means three hundreds.

52 is 5 tens + 2 ones. 5 tens is 50. 2 ones is 2. So 52 is 50 + 2.
